A. The Position: VICE PRINCIPAL 

Job Description

The Vice Principal shall:

• Assist the Principal in the overall management and administration of the College in accordance with 

the Colleges of Education Act 2012 (Act 847), the Harmonised Conditions of Service for Colleges 

of Education.

• Perform the functions assigned by the Principal of the College. 

• Act as Principal in the absence of the Principal of the College. 

• Perform any other legitimate roles and responsibilities assigned by the College Principal.

Qualification Required and Experience:

• Applicant must be a distinguished Master Teacher and a Scholar in Teaching and Learning.

• Applicant must at least, be at a rank of Principal Tutor.

• Applicant must have a researched Master’s Degree. A Doctoral Degree (i.e. PhD, Ed.D etc.) in a 

relevant area of specialization will be an added advantage.

• Applicant must have at least, five (5) years relevant experience in a Senior Management position 

with good knowledge and working experience in the Tertiary Education System in Ghana.

NB: In addition to the above:

• Applicant must have a good character with high degree of personal integrity.

Terms of Appointment:

• Applicant must be able to complete at least, one term of three (3) years before attaining the compulsory retirement age of 60 years

Terms and conditions of appointment shall be determined by the College Governing Council in line 

with provisions of the Harmonised Scheme of Service for staff of the College of Education and 

Harmonised Conditions of Service for the Colleges of Education.

• Salary is very attractive and competitive with similar positions in Ghana.

• The appointment may be renewed for a maximum of another term of three (3) years only.

• The Vice Principal shall hold office for a period of three (3) years in the first instance and may be 

eligible for re- appointment subject to satisfactory performance if he/she has not attained the

compulsory retirement age of sixty (60) years. 

B. The Position: COLLEGE SECRETARY 

 Job description:

 The College Secretary is the Head of the Office of the College Secretariat.

• He/she shall assist the Principal in the administration and management of the College.

• He/she is the Secretary to the Council, all committees of the Council as well as other statutory 

committees of the College.

• It shall be the responsibility of the College Secretary to ensure the functioning of all Boards and 

standing committees of the college.

• The Office of the Secretary is in charge of all administrative, Secretarial and personnel matters of the 

college.

• Implementation and evaluation of approved college strategic plan and policies.

• Establishing and maintaining procedures, policies and systems that work for effective Administrative 

operations.

• Establishing and maintaining links with relevant organisations interested in Education to promote 

effective and efficient teacher education in the college.

• Planning, organizing, coordinating and measuring the work activities of the college.

• Representing and promoting the public image of the college.

• The Secretary of the College shall be the Chief Administrative Officer of the College and is 

answerable to the Principal of the College in the discharge of his/her duties 

• Be able to complete at least one term of four (4) years before attaining the compulsory retirement 

age of sixty (60) years.

Qualification and Experience:

• Applicants must possess a good first degree and Postgraduate Degree preferably in Administration 

and Management related area or Social Science

• Applicants must have served as a Deputy Secretary in a College of Education or comparable grade in 

a Similar Institution/Organisation for at least four (4) years.

• Applicant must possess strong IT Skills and be familiar with relevant Administrative Software.

• Applicant must be analytical, critical, result oriented, innovative and visionary among others.

• Possess excellent communication, inter-personal and supervisory skills.

• Be able to work under pressure to meet deadlines.

The Position: COLLEGE LIBRARIAN 

Job description:

The College Librarian has overall responsibility for the Library, research and information needs of the 

college community.

He/she provides leadership in advancing the college’s teaching and mission through a clear vision of the 

Library’s role, comprehensive strategic planning and incorporation of emerging technology. 

The College Librarian shall:

• Serve as the professional and administrative head of the College Library.

• Draw up and monitor the implementation of the College Library strategic plan 

• Establish and maintain procedures, policies and systems that make efficient library operations.

• Plan, organize, coordinate and direct the work activities of all Library Personnel.

• Collaborate with the relevant and appropriate international libraries and organisations within and 

outside the country to attract grants for library development and be exposed to international best 

practices.

QUALIFICATION/EXPERIENCE 

The applicant must 

• Possess at least an MPhil in Library studies or Information studies or related fields 

• Have served as Deputy Librarian in a College of Education or comparable grade in Similar 

Institution/Organisation for at least four (4) years.

• Be conversant with library records management software 

• Be analytical, critical, informative and research – oriented 

• Have a good character, leadership skills, and high degree of professional integrity

• Be able to complete at least one term of four (4) years before attaining the compulsory retirement 

age of sixty (60) years.

C. The Position: COLLEGE INTERNAL AUDITOR

Job description:

The College Internal Auditor is the Chief Auditing Officer and the Head of the Internal Audit Unit of the 

College. He/she is responsible to the Principal for the improvement of the College’s operations by ensuring 

the efficiency and effectiveness of the internal audit system of the college.

• Monitor and ensure that expenditures are fully authorized and are within budgetary provisions.

• Carry out periodic internal audit of the College and submit reports thereof to the Audit Committee 

through the Principal of the college.

• Ensure that a systematic disciplined approach is used to evaluate and improve risk management, 

control, and governance process.

• Ensure that reliable records form the basis for the preparation of appropriate financial and other data 

provided for decision-making.

• Draw the attention of the Principal and the Finance Officer to deficiencies (duplicated functions, 

waste, inefficiencies, etc.) in the system and offers recommendations for remedies where necessary.

• Assess the extent to which assets are accounted for and safe guarded against losses. 

Perform any other functions assigned by the Principal of the College

Qualification and competencies required

Applicant must:

• Hold a good first degree or comparable qualification plus a professional qualification and a Master’s 

Degree in the relevant field from a recognized institution of higher learning;

• Be a member of a recognized accountancy professional body as well as a member of the Institute of 

Internal Auditors and in good standing.

• Have served as a Deputy Internal Auditor in a College of Education or comparable grade in a similar 

institution/organization for at least four (4) years.

• Be able to serve a minimum of one (1) term of four (4) years before he/she attains the compulsory 

retirement age of sixty (60) years.

TERMS OF APPOINTMENT:

1) The College Secretary, College Internal Auditor and College Librarian shall hold office for a term of 

four (4) years and may, upon application be eligible for re – appointment for another term of four (4) 

years only, provided that no part of the second term enters the compulsory retirement age of sixty 

(60) years.

CONDITIONS OF SERVICE:

Salary and conditions attached to the positions are attractive and are in accordance with the approved 

Harmonised Conditions of Service for Colleges of Education.
